Abstract
The Ombak Puruih Disaster Preparedness Group (KSB Ombak Puruih) is a community-based volunteer organization that successfully established a Tsunami Ready Community in accordance with UNESCO standards in Purus Sub-District, despite having no operational funding. This study aims to: (1) describe the background behind the proposal for Tsunami Ready Community recognition in Purus Sub-District, and (2) explain the strategies employed by KSB Ombak Puruih to meet the requirements for such recognition. A descriptive qualitative approach was applied. Data were obtained through in-depth interviews, document collection, and non-participatory observation. The findings show that several recognition indicators had already been pursued by the KSB before the recognition program was introduced, thereby accelerating the Tsunami Ready Community recognition process in Purus Sub-District. Throughout the process, KSB Ombak Puruih adopted two key strategies: participatory collaboration with external stakeholders and leveraging the influential roles of community leaders. These strategies were employed to address limited economic resources by utilizing social capital, including shared norms or values, trust, and social networks.
