Abstract
This study explores strategies for strengthening community capacity through grassroots disaster governance, focusing on the Community-Based Environmental Disaster Resilience Unit (KBLK) in Kayu Kubu, Bukittinggi, Indonesia. Using a descriptive qualitative approach, the research employed in-depth interviews, field observation, and document analysis. Findings reveal six key strategies: disaster education via formal and informal forums, technical training with the civil defense unit (Linmas), the “KBLK Goes to School” program, partnerships with the tourism sector, use of social and broadcast media, and the framing of disaster action as a moral obligation. These strategies illustrate that capacity building relies not only on technical interventions but also on social capital, collective memory, and civic ethics. The study suggests that sustainable and multi-sectoral support is essential for the success of community-based disaster mitigation initiatives.
